Dr. Marc E. Epstein, Senior Insect Biosystematist at the California Dept. of Food & Agriculture in Sacramento, confirmed to me that this is a Scopelodes species, and in fact a female.
According to Dr. Epstein this may well be Scopelodes unicolor but it is impossible to tell from a photo.
