According to Jelle Devalez, a Belgian expert on bees and (co)author of many articles on bees, this is a female Andrena morio.

With these type of bees, it is always important to look at the hostplant they are feeding on.
Many of these bees each have their favorite hostplant.
I found this bee on Cynoglossum sp. which seem to be favorite for Andrena morio.
